Maybe you can unlock the cells and then protect the worksheet.

Format|Cells|protection tab (to toggle the lockedness of the cells)

Tools|protection|protect worksheet (to protect the worksheet).

Remember that worksheet protection isn't very robust. It won't stop anyone who
really wants to make these changes.
