Default Cell format reverts to a custom date after change to General

Excel will treat an entry like 3/8 as a date. To get the fraction one
would have to enter =3/8.

As for fractions turning into dates, see if you have "Extend list
formats and formulas" checked under Tools|Options|Edit. Excel may be
trying to extend a date format into a new column.
