The text file import wizard imports text files that have quotes around the
values just fine.

Is there a setting that can be set so that .txt files receive the same
quotes when exported?

Import quoted Text
Edit Text Values in Cells
Export quoted text.

From the standard File-SaveAs is what I'm looking for, but not seeing.
