I'm trying to access some macros that I wrote in a VBA project but I'm
getting a message "Project Locked - Project is unviewable".

This was all done in MS Excel 2002 and MS Visual Basic 6.3 so there
should be no issues with later versions.

I can't even get into Tools-VBAProject Properties to unlock any
protection.

Any thought anyone?

I've seen this if the workbook was saved as shared. Try unsharing it.
