Default How do I use chart type command in Excel

This error seems wide spread, resulting from Windows, rather than Office as
such.
If there are no hyperlinks involved and always/only seems to affect
workbooks with charts, may be check your Temp folder and delete all files
there, with all programs closed first.
Apart from that, you'd need to try and narrow it down a bit.

When I'm using Excel for charts I cannot use the command bar.It says
"cancelled due to restrictions on computer".I've contacted HP-they say

are NO restrictions.I'm baffled.Can anyone help?
