With any date of a month in A1:

2nd Wednesday:

=A1-DAY(A1)+15-WEEKDAY(A1-DAY(A1)+4)

4th Wednesday:

=A1-DAY(A1)+29-WEEKDAY(A1-DAY(A1)+4)
