This will replace any $ in your formula as well, so I think it should be
ActiveCell.Formula = _
Application.Substitute(ActiveCell.Formula, "=", "~~")
ActiveCell.Formula = _
Application.Substitute(ActiveCell.Formula, "~~", "=VALUE(") & ")"
but what is wrong with Dave's suggestion?
