First thing I would do is turn off the smart menu option that put your most recent
stuff first then after a delay give you the full menu
Right click on toolbar (same as tools, customize), then folder menu, then
turn off "Menus show recently used commands first"
Then if that is not sufficient you can change the menu order like you asked
also within customize as above (right click on menus or toolbars)
select a menu, with the right mouse button drag a menu item to where
you want it. If you drag if off the menu -- it is removed. If you removed
a builtin menu item you can find it again on the commands tab of
customize and drag from there back to menu or toolbar where you want it.
Your toolbar is a hidden file so before doing anything I would suggest that
you not have hidden system files. By finding it ahead of time you will
know where it is because if you really mess up and you have not closed
Excel you simply open your .xlb file and your toolbars go back to wheat
they were saved as in your last Excel session.

I continually take the first option and end up with a worksheet in the body
of the mail message instead of as an attachment! If I can change the order of
options I would hopefully overcome this. How do you get rid of mail headers
