Check ToolsOptionsEdit and see if the Move direction after Enter checkbox
is ticked.

The problem I have is when I enter a value into a cell with data
validation other than list (decimal or whole number) that is above a
cell with a data validation list, the active cell moves 2 rows down.

Are there any ideas on how to force the active cell to the row
immediately below?
