Select Cell A1, Conditional Formula is =IF(A1B1,1,0)
Select Cell B1, Conditional Formula is =IF(B1A1,1,0)

Copy both cells and Paste Special Formats on all the rest

I am not sure what you want to do when A1=B1, thus it will not
highlight anything. But I am sure you can handle that.
