Are you saying that ALL the COMMAND Bars are located in that one *.xlb file?

Toolbars, more correctly called Command Bars, are stored in your xlb file.
The exact name and location of this file depends on your version of Excel
and Windows. Search for a file named *.xlb to find the file.
