If your list is called Reports, it will be set up as a separate list with a
url similar to

http://companyweb/reports/default.aspx

In other words it sets up a new 'List'. You can then go in to settings
against this list and set it to appear on the 'quick launch' bar if that's
what you want

1) Do you have permission to 'create' lists on the server (Web Designer

above)
2) You simply use the server name (e.g. Companyweb), do not use a
specific
page. The list is set up in a folder bearing the list name
