Say the date/time is in A1, use:
= A1 + 16 * (1/24/60/60/100)
ie:
one day is 1 for excel therefore
- 1/24 is 1 hour
- 1/24/60 is 1 minute
- 1/24/60/60 is 1 second
- 1/24/60/60/100 is 1/100 of a second
