Maybe it was just the shortcut that went missing????

Windows start button|Run
Excel
and hit enter

If that worked ok, then use
windows start button|search
to look for Excel.exe

Once you find it, rightclick on it and choose send to|desktop as shortcut

(But it really surprises me that reinstalling office didn't help.)
