I think that if the cell your setting already has a format it might cause
what you're seeing, so try setting the format:

With ActiveWorkbook.Worksheets("Dump Area").Cells(RowNumber, 2)
.Value = AreaCounts
.NumberFormat = "#.0000"
End With
