There's probably an easier way, and I think you made a typo with your 23.15,
you meant 13.15, but here goes:
=IF(MOD(ROUNDUP(A1*2,-1),10)=0,ROUNDUP(A1*2,-1),ROUNDUP(A1*2,-1)+5)
