I've used my personal.xla in xl97 through xl2003 and it never changed any
response times when I used ctrl-tab.

In fact, ctrl-tab is more of a windows shortcut than excel. I'd keep looking
for the culprit.

Do you use an antivirus or anti-malware like AdAware?

If no, maybe it's time to start.
