If you start excel in safe mode, does it behave the same way?

windows start button|Run
excel /safe
file|open workbook

and pastes it as a bitmap image, rather than just the selection and pasting
the value or formula. I have to use the mouse to select the cell where i want
it copied.
I notice that after selecting using Ctrl+C, moving to another cell using the
arrow keys deselects the copied cells (no ants marching round the cell:-)
Any suggestions?
