This reminds me of a problem Windows Excel users in France used to have
opening protected workbooks from other countries. Windows/Excel used to
respect French laws on encryption (since changed I understand) and refused
to open workbooks encrypted with certain algorithms. But all the French
user had to do was to temporarily change his country/language designation
under Windows Control Panel and the restriction was lifted.

and has been locked by password. I am based in the UK using Microsoft Excel

I have been informed by a user in France that he cannot open the spreadsheet
and is getting the error "this version is foreign and cannot be opened on a
French machine" (maybe slightly lost in translation).
Does anyone know of any difficulties in opening spreadsheets around the
world ?
