1. Select the range and name it "myrange" (no quotes).
Press Ctrl+F3 or go to Insert Name Define.
2. Go to Format Conditional Formatting.
3. Select "Formula Is" and put:
=INDIRECT("rc",0)=MIN(myrange)
4. Press the "Format" radio button and format as desired.
