Choose to Allow:Custom
In the Formula box, type: =A1<""
Remove the check mark from 'Ignore blank'
Click OK

i am creating a spread sheet in which users are supposed to enter data
in one column. i want to add validation in such a way that user will
not be able to enter data in the say cell "C1" if he has not entered
value in cell "B1"i.e if "B1" is blank
