Default Menu updates, Administrator VS limited account

I think under Office 97, the default location of that file is
C:\Windows\username8.xlb

eg. For Excel 2003 on Windows XP, it lives as C:\Documents and

Settings\<my
username\Application Data\Microsoft\Excel\Excel11.xlb

Check the permissions on the folder and the file.
