Default how to union two array with same structure

I wanna get a new array like that

If the functions in the freely downloadable file at
http://home.pacbell.net/beban are available to your workbook

Array3 = MakeArray(Array1, Array2,1) to give a 1-based Array3;
Array3 = MakeArray(Array1, Array2,0) to give a 0-based Array3
