Scroll down... down.. and down.. to the very bottom of the worksheet. Check
whether there is anything in any one of the cells in row 65536 (the last row).

It is very likely that at least one cell in the last row contains something.

Because a worksheet can has at most 65536 rows, and you got something in
65536 row, therefore, Excel cannot insert any more rows in the middle, as it
cannot get rid of the information in that last row.
