If the other user is deleting it from Windows then no protection from Excel
will help. Suggest you store a copy in another place and change the file
parameter to hidden, that might at least give some protection.

Alternatively since it is a business system, presumably for business use, I
would advise the other person that it is a dismissable offence to interfere
with the system!!
