Cell formatting changes on export

I am having a problem with locking down a format in Excel. When I try
to import a spreadsheet into a SQL environment, it sometimes converts
numbers formatted as text back to a general or number format. This is
causing huge automation problems. Does anyone know a way to lock down
a spreadsheet to a text format?
