Thanks both to Bob and sp00nix,
Just one follow-up question then...
Say I use Open file event for logging the accessed user, date, time that the
workbook is opened.
But since this can only be activated IF the user has enabled using of
macros, is there no alternative to log an excel file usage on a PC without
notice?

in addition to that, if the user is opening the file on the network, it
will ask them if they would like to open it with your macro. You can
create a digit signature to sign your macros so that it doesnt ask, but
still, the user needs to accept your signature at least once before a
macro equiped workbook can be run without notice.
