Try this

A...Name
B...HSTD or blank
C...=A2&B2
D...=COUNTIF(C$2:C$12,A2 & "HSTD")
E...=COUNTIF(C$2:C$12,A2)
F...=IF(D2=E2,"Delete","Keep")

change '12' to max row no. and copy down

delete the "Delete" rows
