Matt,

There is a 'Paste Values' command that you can add to the formatting
toolbar, it's in ToolsCustomizeCommandsEdit. Then it is just a click
away.

Since it seems to be quite an ordeal to turn off cut/copy/paste from a
user, is it possible only to allow the user to paste the cell value but not
