It doesn't load addins or files in the xlstart directory.

Before you do it, try opening excel in safe mode. Go to the windows
start
menu, select run, type in

excel.exe /s

and hit OK. if the message doesn't come up, then procede with the
above.
(excel should be closed for moving things from the xlstart directory).
