one way: enter the following array formula (CTRL+SHIFT+ENTER):
=MAX(IF(LEFT(A1:A1000,2)="21",A1:A1000,0))
and
=MAX(IF(LEFT(A1:A1000,2)="28",A1:A1000,0))
