Default ActiveX message XL2003

I've been having the same problem too. I've made the recommended changes
to the registry manually, used the Group Policy editor to make changes,
and even used the Office 2K3 Resource Kit to no avail.

Is anyone else having this problem or is this a relatively isolated issue?
