Default Drop AM and PM from date

The text in the cell reads:
05/23/2005 17:23:31

but the actual data that shows in the formula bar at the top reads:
5/23/2005 5:23:31 PM

I need the data to reflect the first format. How?

Change the cell format to dd/mm/yyyy hh:mm:ss
