Default Coloring a cell based off the color of another cell

Is there a way for conditional formatting to recognize a color of a cell and
then color another cell if that color appears in a cell?

i.e. if D1 is colored RED, then H1 is colored either RED or a different color

Use Conditional formatting (formula is) on the "another cell" so what
ever the criteria in D1 is, use the same in H1 but use formula is,
instead of Cell value is.
