HOW DO I ADJUST ROW HEIGHT BY PIXEL?

on one computer i can adjust excel row height pixel by pixel. on another i
can only adjust by points in .25 increments. 1 pixel = .75, 2 pixels = 1.5 vs
1 pixel = .60 2 pixels = 1.20. how do i change this?
