Excel is opening templates as templates instead of as worksheets
 

When I open a template from excel it just opens the template instead of
making a new worksheet from the template. When I try opening the template
file just in windows, it opens a new worksheet as normal.

If you're opening that template file via file|open, then that could be the
trouble. You should be using File|new and pointing at the template file.
