How to stop Excel2002 auto resizing picture in header from templat

I am using templates set up in Excel 2003 that have pictures in the header.
I am using Excel 2002 and when I open the template or template doc it resizes
the pictures by changing the scale from 100% to 80%. How do I stop this.
