Protect shouldn't default to "allow users to select locked cells"

When making a form, cells are locked so that the user can not change them,
and can only enter information in the unlocked cells. But when one creates a
new form and then goes to protect it, Excel defaults to "allow users to
select locked cells". So you have to make an additional mouse move and
click to disable this function. Not efficient! And if there's a way to
change the default, I can't find it.
