Can't get the Person Name (Outlook e-mail recipients) smart tag wo

I have followed instructions Tools/AutoCorrect Options/SmartTags/etc. and
have the lowest security settings possible. All smart tags work except the
Person Name (Outlook e-mail recipients) tag.
