Under formats changing the column and row heights uses different scales. Is
there any other way of being sure the cell is exactly square?

to make each and every cell Square shape.

step 1: CLTR + A (selects entire sheet)
step 2: right click on any column header say A.
step 3: define column width 20
step 4: right click on any row header say 1
step 5: define row height 20

now you have the cells in a square shape with 20 X 20 shape.

Row heights are measured in points or pixels. There are 72 points to an
inch and "maybe" 96 pixels to the inch.

The number that appears in the Standard column width box is the average
number of digits 0-9 of the standard font that fit in a cell.

When dragging the column width you will see two numbers.........one is width
as above, the other is pixels.
