How do I prevent the date in a saved excel document from changing to the
current date when re-opened at a later time?

By not using a formula, or if you do use circular references with iterations
if you want a time/date stamp

http://www.mcgimpsey.com/excel/timestamp.html

You can also insert today's date with ctrl + ;

which will be fixed
