need to dbl row height without changing height of cell next to it

I am trying to create a sheet with rows and colums on the left height of
about 25 with the rows and columns next to them to the right having a height
of about 12.5. How Can I do this...

You could merge two cells together, eg A2 and A3 - this will give you
the appearance of the combined cell having twice the height of B2 or
B3.

Hope this helps.
