Is there a way to copy rows and colums down and keep the row height and width
the same?


no, you can paste column widths but no row heights.
you can paste just about anything else but not row heights.

If you want to retain the destination row / column size, select Paste
Special | Values from the Edit menu.

To copy the row formats (height) with the data, you must select the *entire*
row(s) by clicking in the row number labels, *not* just the cells
themselves.
