Can Excel display scientiic notation as, say 3.00 x 10-12 as opposed to the
number 3.00E-12?

How about a helper cell:

=SUBSTITUTE(TEXT(A1,"0.00E+00"),"E"," x 10")

And you can use the original cell for calculations.
