Need closure

I know clicking the lower x button should close the current workbook, while
clicking the uppermost one should close Excel entirely, but I'm getting the
same result whichever one I click. (Workbook closes but Excel is still
open.) I know I can use the Office button and click exit. But I'd rather go
back to the way it should be. Have I inadvertently toggled something? Is
there a way to untoggle whatever it might be? Any help would be appreciated.
Thanks!
