You can create macros doing such jobs and assign hot keys to them.

There is no shortcut key for filling anything with a color because the
question would be what color. In Excel 2003 there are 56 colors but in 2007
there are 16 million. To make thing easier thould in 2003, you can open the
Fill Color drop down and drag the pallette off the toolbar. (Drag by its
gray title bar) It will float and you can select anything and quickly color
it.

Paste Values does not have a shortcut key but there is a toolbar button for
it. Choose Tools, Customize, Command tab, choose Edit category and find
Paste Values. Drag it to your toolbar.
