Changing column widths w/o affecting all rows

I just want to change the width of my column in row 23, but it changes the
entire column width, then I lose text in row 1 -where I have a larger font
size. Can I lock my Title in row 1? Or how can i change the width of just 1
cell or a small group of cells in same column?
