Default can I lock a spreadsheet so if any changes are made must be save with new name?

Save it as Read-only or save the original as a Template.

New workbooks will be based upon the Template and the original will not be
altered.

I would go with the second method.

FileSave AsFile Type MS Excel Template(*.xlt)

it or fill it with data and then can't use it again later. What's the best
way to do that?

Either do what Gord said or go to

Tools--- Protection ---- Protect Sheet

Then assign a password to. People can look at it but they can not touch
anything or do anything with out the password.

copies / methods.
