Conditional Format

I have one column that contains condtional formatting as the following:

=today()-D2=90

Should the field meet the above condition then the text would turn red as
the format but even though it was applied to the entire column, each date
imputted turns red regardless of the date. Can someone see what is wrong on
this?

I checked again and the location using the file have their dates inverted due
to the country in which they reside so that is why all dates were turning
this color. Thanks for the assist!
