Checks the range A2 - A10 for numbers =5 and <=20.
=COUNTIF(A2:A10,"=5")-COUNTIF(A2:A10,"20")

Another way to do it is sumproduct:

=sumproduct(--(A2:A10=5),--(A2:A10<20))
